We propose to model the local dynamics of $H_2O$ by a finite state machine and extend it in spatial direction by the concept of cellular finite state machines (cellular automata). The cellular state machine is assumed to realize a chaotic process caused by shear-forces at its boundaries. On a hydrodynamical level this chaotic process is assumed to correspond to turbulence. Clusters of water molecules are associated with possible strange attractors of the $H_2O$ chaotic process.
